Human rights activists, writers, aid workers and other delegates from all regions of
Somalia are meeting in the northern port city of Bossasso to discuss what role civil
society can play in reshaping the country's future. The meeting, the first of its kind,
is a response to the latest peace plan for Somalia, which was announced at the United
Nations in September by President Guelleh of Djibouti.
Unlike the previous twelve failed peace initiatives which tried to secure a deal among
the Somali warlords, President Guelleh's plan is based on Somalia's fast emerging civil
society. Somalia's last central government collapsed in 1991.
