Care Australia is accused of harbouring four United States spies in Somalia ahead of a US troop arrival in 1992. A former US special envoy to Somalia, Robert Oakley, confirmed on 9 February 2000 that the agents, posing as US State Department officials, were there to help pave the way for the marines' arrival. Oakley said the spies were to provide tactical intelligence. A journalist, formerly with "The Age" newspaper, Sue Neales, says she was staying at Care Australia's compound in Baidoa, Somalia, at the time. She said the humanitarian agency's mission head there, Lockton Morrisey, had briefed the four men who had slept in the compound.
