Mogadishu, 2nd March: Italy's special envoy to Somalia, Francesco Sciortino, announced today that international aid to the Mogadishu factions will be withheld until security conditions in the Somali capital improve.

Since Tuesday [29th February], Sciortino and the European Commission's Somalia Unity representative, Joao Duarte de Carvalho, have been in Mogadishu to foster talks and establish peace in the violence-ridden city.

"Armed confrontations between clans, kidnappings, destruction and sacking of property are preventing law enforcers from helping the population of Mogadishu," said Sciortino at a press conference this morning held together with ex-interim President Ali Mahdi Muhammad and other leaders working towards national reconciliation.

Husayn Muhammad Aydid, the son and political heir of General Muhammad Farah Aydid, and his ally Muhammad Kanyareh Afrah refused to meet with Sciortino and Duarte because, according to Afrah, "they represent ideas which would not be acceptable to our backers".

Somaliland's parliament had also expressed its opposition to Sciortino's conference.
