Faction Leaders' Libya Tour Dims Djibouti Initiative for Somalia

MOGADISHU (March 10) XINHUA - Major faction leaders in Somalia have gone to Libyan capital Tripoli, overshadowing the forthcoming Djibouti reconciliation meeting for the country which has had no central government since 1991.

The presence of Hussein Mohamed Aidid of Mogadishu, Mohamed Hajji Ibrahim Egal of Somaliland and Abdullahi Yussuf Ahmed of Puntland in Tripoli showed their stern opposition to the Djibouti peace plan for Somalia, political analysts here said Friday.

The faction leaders said that they were officially invited by Colonel Muammar Qaddafi, the leader of Libya which maintains a diplomatic mission in south Mogadishu for monitoring all political movements throughout the Horn of Africa country.

Some observers said that Libya is organizing and encouraging another meeting in a bid to make reconciliation among the three factions first, while some others said it is trying to put pressure on those leaders to accept the Djibouti initiative.

According to the peace plan announced by Djiboutian President Ismail Omar Ghelleh late last year, a full Somali national government is to be formulated by June this year. And Djibouti has made it clear that all politicians will be invited on personal capacity to the reconciliation talks on April 20.

Clan politicians, intellectuals including 45 diaspora from North America and Europe, have been separately invited to Djibouti for consultations.
