& Chairman of the IGAD Technical Committee On Somalia,

         Eldoret, Kenya.

VIOLATION OF ELDORET DECLARATION ON CESSATION OF HOSTILITIES IN SOMALIA

 Excellency,

I have the honour to inform Your Excellency, as matter of urgency and highest priority, of the gross violation of the recently concluded Eldoret Declaration on the Cessation of Hostilities in Somalia by the combined groups of the TNG, JVA, SNF-Bihi, RRA-Madoobe, and Al-Islah group led by Ibrahim Dasuuqi.

It has been just confirmed that allied forces of  TNG, JVA, SNF-Bihi, RRA-Madoobe, and Al-Islah group are engaged in hostile joint military operations against defensive forces of the SRRC in Luuq and other areas of Bay and Bakool. These hostile forces are being mobilized from both Mogadishu and Kismayo with an intention to destroy or disrupt the Eldoret Somalia Peace Conference and occupy more lands and territories while the rest of Somali leaders are busy attending the Eldoret Conference.

In a related development, the TNG is mobilizing as well units of destabilization forces against southern part of Puntland.

These renewed unprovoked military operations cannot be condoned by the members of the International Community, who are too signatories to Eldoret Peace Declaration.

We therefore demand for immediate action to be taken against the violators of the Peace Declaration, including the Heads of the Delegations to the Eldoret Conference, who are now guilt of breach of peace.

In the light of the above serious developments, time is of the essence.

Seriously committed to peace and successful conclusion of the Eldoret Somalia National Reconciliation Conference, please accept the assurances of my highest consideration.

Abdullahi Yusuf Ahmed

State President of Puntland.
