Faction Leaders Reaffirm Opposition To Transitional Government

Nairobi, Mar 01, 2001 (UN Integrated Regional Information Network/All Africa Global Media via COMTEX)-- In a press statement issued in Nairobi on Tuesday, Mogadishu's three main faction leaders said they had resolved their differences and called for a new, broader based, national reconciliation process.

Dismissing the National Reconciliation Conference (NRC) in Arta, Djibouti, which led to the formation of the Transitional National Government (TNG)in Somalia, as consisting of "remnants of the Siad Barre regime, religious extremists and Somali exiles", the three leaders said they wanted fresh talks inside Somalia.

The press statement criticised the TNG, accusing it of fomenting civil war and stealing from the Somali people by printing billions of shillings of counterfeit currency. All three leaders, Hussein Mohamed Aidid, Muse Sudi Yalahow and Osman Hassan Ali Atto, had been invited to participate in the Arta conference but had refused.

The faction leaders said earlier in the week that they had come for talks with Kenyan president Daniel Arap Moi. Moi is currently in Libya.

Somali faction leaders mend fences

The leaders of three Somali political factions say they've resolved their differences and have called for the replacement of the transitional government, led by President Abdiqasim Salad Hassan.

The three leaders -- Hussein Aidid, Osman Hassan Atto and Musse Sudi Yalahow -- refused to recognise Mr Hassan when he was appointed at a reconciliation conference in Djibouti last August.

Speaking to the BBC, Mr Aidid said they've now agreed to call for a new reconciliation conference to be held -- this time in Somalia.

He said Mr Hasan's government did not have popular support and said it consists of members of the regime of Siad Barre, who was expelled from the country in 1991.

Correspondents say the call by the three leaders will be seen as a potential threat to Mr Hassan, but it's not clear how much support they have inside Somalia.

New Somali government " harbinger of renewed bloodshed" (13:10 Mar 01 2001)

The president of the self-declared republic of Somaliland, Muhammad Haji Ibrahim Egal, the day before yesterday held talks in Hargeysa with a delegation from the EU and told them that Somaliland should not be asked anything about the rest of Somalia because Somaliland was an independent country.

Asked whether the Djibouti conference had set a good precedent for reconciliation in Somalia, Egal said: "That conference was meant to destroy Somaliland. Somaliland had nothing to do with the conference and its outcome can never be a solution for Somalia."

Egal also told the delegation that Somaliland had functioning state and legislative institutions and would soon hold free and fair elections in which all political parties would participate after a referendum is held on the new Somaliland constitution. This would mark, he said, the end of the previous period and Somaliland would enter into a new era...

"I am surprised at the way the UN is managing the Somali issue. The UN secretary-general's envoy, David Stephen, submitted an incomplete report to the Security Council and the UN called on regions that had peace and functioning administrations to enter into an agreement or join the faction set up in Arta. We see this faction as harbingers of renewed bloodshed in Somalia," Egal said.

In conclusion, Egal called on the EU to evaluate Somaliland on its performance. He said if people wanted Somalia to be stable, then Somalia should follow the process which Somaliland went through, namely, to build up from the basics by putting in place local and regional administrative structures, and bring about peace.
