PRESS STATEMENT

MW/DPS/DPS/PSAC/2000                                  Garowe, 26 August 2000

Update of Puntland's Position on Djibouti Conference

This is to inform the general public in Somalia, and in Puntland State in particular, local and  International Community Organizations active in Puntland, that the  PUNTLAND STATE OF SOMALIA maintains its position on Djibouti (Arta) Conference. Our position with respect to this  so-called peace had been stated many times in earlier press releases or position statements.  We state again that any outcome of this Conference will not be binding on Puntland State Government and communities for the following two main reasons:

1.                 PUNTLAND STATE OF SOMALIA is not a party to Arta Conference, as she did not send any credible delegates to Arta for participation.

2.                 The so-called Somali Peace Conference in Arta suffers from the mortal weakness as it lacks the principle of all-inclusiveness and genuine representation. The result of this show is a foreign imposition unacceptable to PUNTLAND STATE OF SOMALIA.   We strongly believe that the net result of Djibouti Peace Process would be the destabilization of Puntland ( the Recovery Zones in the North)  without really achieving peace and governance in the South of the country.

We advice the international community to be cautious in its diplomatic approach to the Somali Crises and not be misled by unworkable solutions that may only lead to more and more bloodshed.
