On the Verge of Civil War

Washington, DC (Somali Support Committee, Washington DC, October 10,
2000) - Somalia was without a government since
they ousted the former military regime of Siad Barre in 1991. Since then
the country was in chaos, civil war, and the home to many terrorists.
More than one hundred fifty thousand Somalis lost their lives and at
least two million Somalis are misplaced and left the country and are
refugees in neighboring countries, Europe, Asia, and North America.
In September 1999 the Djibouti President Mr. Guelleh stood at the UN
podium and promised the international community that he will convene and
host a Somali peace process and will solve the Somali problem that
Egypt, Ethiopia, Kenya, and the UN have failed so far to solve
Mr. Guelleh invited and consulted the wrong people to start with,
when he called those who in one way or the other by their actions caused
all of these problems. Not surprisingly they gave him the only advice
that they can, to be back in the main stream by choosing tribe before
the nation.
Most of the candidates for the high office were the same people who
committed gross human right violations against the people of Somalia,
the same people who were responsible under their management to loot and
took all the country's resources and reserve into their private bank
accounts in Europe and North America, the same people who forced the
bright Somali intellectuals to leave the country and seek refugee around
the world, the same people who caused the civil war.
By no surprise the outcome was obvious. The elected president Mr.
Hassan worked and instituted the corrupt regime of Barre, and he become
an active participant in the civil war for about seventeen months. He
was and still is the man who puts tribe first before nationalism, and
now hides under the umbrella of religion and has a very close
relationship to the Islamic extremists that took the faith only by name.
Mr. Hassan proved to be the man he is for the short time he is holding
the title of president elect. He became a dictator by naming his own men
in ministries like banking, security, and foreign office and so forth
before he even named his Prime minister.
According to the BBC monitoring international reports "Serious
difference have emerged between Ismael Omar Guelleh and Mr. Hassan on
the candidate for prime minister, with each insisting that his choice
should prevail. "
Are we in the process of selecting a Somali or Djibouti Prime
Minister? Of course it is a Somali prime Minster. So that and several
other unmentioned cases like that were happening in the so-called Arta
process, undemocratic, injustice, and pick and choose schemes.
The so-called president broke most if not all the TNA charters
already before he or his parliament got into office. To name a few:
Mr. Hassan ordered the entire parliament to be based in Mogadishu
City, which in contrary the parliament signed that Baidoa City to be the
transitional capital if Mogadishu becomes insecure. The death toll
raised above one hundred ten and the wounded was more then the Death in
Mogadishu the last few weeks alone.
In general, the Prime minister elects his ministry with of course the
approval of the president, but here Mr. Hasan wants to name his own men
to be the ministry and he wants to name them without the Prime
Minister's approval.
Mr. Hassan already named high office positions to his own clansman,
without first naming his Prime Minster.
According to the BBC monitoring international reports, Parliament
also accused Mr. Hasaan of misusing money donated to Somalia
by the international community during his overseas tour. Mr. Hasaan is
said to have sent the money to Mogadishu to finance the recruitment of
loyal police officers without the approval of parliament.
How on earth can the good conscientious Somali people let this happen
and side with the immoral Somali people who deliberated in Arta, those
who in somehow still hide under the umbrella of their tribe, dividing
the community?
According to an IRIN interview with a human rights campaigner, Mr.
Hasan hire Sheikh, when asked if the new government should as a matter
of credibility hold trials for war crimes and if there are people in the
parliament who are frightened such idea? "Of course! Some of the
parliamentarians are known war criminals, people who have committed
crimes against humanity. They are part of the parliament, but they are
also part of the clan. They are seen as heroes of their own clan and
were put forward (to parliament) as such by their chiefs and own
traditional leaders. But, in fact, on that day I was happy because I saw
that when the truth comes, they can't really stand against it or run
away". Said Mr. Hasan Shire.
Somali Support Committee like the rest of the international community
and the good conscientious Somali people are displeased about the made
in Djibouti government and its unforeseen obstacles in the future, and
the immature dictatorial mind of Mr. Hassan.
Finally, we call upon the leadership of Djibouti to untie the rope
they tied and to Mr. Hassan the so-called president to call off his
ambition of leadership and denounce his office or title as president
elect before another civil war and loss of Somali lives occur. Otherwise
a civil unrest is imminent.
The so-called government is strongly undermining the power of those
who oppose, especially when they have all the powerful people on the
sidelines, like Mr. Egal of Somaliland, Mr. Yusuf of Puntland which both
enjoyed relative stability while the rest of the country was in chaos,
Mr. Hussein Aided, Mr.Suudi, Mr. Qanyare, Mr. Atto, and Mr. Shatiguduud
and Madoobe also joined the group.
