OF ITS DELEGATION OF TRADITIONAL COMMUNITY

LEADERS AND THE VICE PRESIDENT

Excellencies,

The State Government of Puntland demands from the Djibouti authorities to make the necessary arrangement for the immediate return home of its delegation of twenty-two traditional community leaders, the Vice President and three members of the secretariat now taking part in the Somali National Reconciliation Conference currently in progress in the Djibouti resort town of Arta.

PUNTLAND STATE OF SOMALIA also appeals to the Government of Djibouti to insure the safety, civic rights, freedom of movement and speech of the entire members of the Puntland State official delegation to Arta Conference.

In addition, PUNTLAND STATE OF SOMALIA informs the international community that she will not recognize or abide by any outcome or decision by Arta Conference as the Djibouti authorities have violated every item in the understanding she had reached earlier with Puntland State leadership just before the despatch of the State’s delegation to Djibouti. This pledge and understanding, unfortunately, had been accepted and officially signed by H.E. Ismail Omar Guelleh himselves, in which he had agreed to all preconditions of PUNTLAND STATE OF SOMALIA as he negotiated, through Official Djibouti Mission to Garowe, to secure the acceptance of Puntland State to send a delegation of traditional elders to Arta.
