Somali newspaper 'Xog-Ogaal' on 19th December Reports from Hargeisa say that the
Somaliland President Muhammad Ibrahim Egal has ordered the immediate suspension of all
operations in the disputed Sool Region [northcentral]. The dispute between Somaliland and
Puntland Regional administration [northeastern Somalia] of Abdullahi Yusuf over the Sool
Region has been gaining momentum in the last several months. President Egal also ordered
the halt of all financial expenses being incurred in that province including the salaries
of Somaliland security personnel. Further reports say that the reason for President Egal's
decision was that in the past, development programmes funded by Somaliland government in
the region were not implemented efficiently and there was a need for a comprehensive
survey on how to curb mismanagement in the region before further programmes are
implemented by his government. The problems of Sool Region, both to do with security and
development, would remain as long as the dispute between the Somaliland and Puntland
