DEFENCE WEEKLY via NewsEdge Corporation : Hinting at possible violations of UN arms
embargoes, the Security Council has urged UN member states to comply with all existing
sanctions against arms deliveries to Liberia and Somalia.
The council's sanction committee has asked member states, particularly neighbouring
African nations, to enforce strict monitoring of the movement of weapons from and through
their territories to Liberia and Somalia.
Last week, the Ugandan government told the sanctions committee that it had seized a
consignment of arms destined for Liberia.
Although the Ugandan authorities had granted flight clearances from Entebbe to Conakry,
Guinea, for the export of arms for use by the Ministry of Defence in Guinea, the flight
plan showed the end destination to be the Liberian capital of Monrovia.
In a report to the Security Council, the committee said that it did not have "any
specific monitoring mechanism to ensure the effective implementation of the arms
embargo" against Somalia. Currently, it said, it relies "solely on the co-
operation of states and organisations in a position to provide information on violations
of the arms embargo".
