Puntland Patriotic Party (PPP) Condemns Col. Riyale’s Cowardly Act .
Having witnessed the abject effects of the deliberate, ill-fated onslaught in Lascanod on the 7th of December 2002 by forces accompanying the President of the self-proclaimed republic in Northwest Somalia, Colonel Dahir Riyale Kahin; Having observed provisions of Security Council Resolution 733 sanctioning arms embargo in Somalia adopted in January of 1992 concerning with the continuing hostilities in the region, which was regarded as a threat to international peace and security; Having reviewed provisions of the IGAD ceasefire resolution which was to inaugurate an end to a decade of anarchy in the region signed by warring factions in Eldoret in 2002; Pursuant to the press releases of the offices of the President and the Vice President of the Puntland State of Somalia condemning the unlawful penetration and attacks of the 7th of December whilst informing the international community of Col. Riyale’s blatant aggression against parts of Puntland State of Somalia; In support of the press release by the office of President of Puntland State of Somalia on the 9th of December in reference to the breach of the Eldoret declaration on the cessation of hostilities in Somalia; Having consulted Isims, traditional elders, religious leaders, peace-loving citizens, and grieving residents of the city of Lascanod of the Puntland State of Somalia regarding the aforementioned grave matter; We, the Puntland Patriotic Party (PPP), hereby unequivocally and in the strongest terms condemn Col. Riyale’s spineless assault upon the peace-loving citizens of one of the cities in Puntland State of Somalia on the 7th of December 2002 as a result of which innocent civilians had lost their lives whilst thousands others had their daily lives disrupted and their homes and possessions destroyed. We caution the administration in Hargeysa to carefully review its perverse policies towards Puntland State of Somalia and its territories, call upon Col. Riyale’s forces to bring all hostilities to standstill at once, and to immediately and unconditionally withdraw its forces from territories inhabited by citizens of Puntland. We regard such cowardly act as an unmistakable gross violation of the territorial integrity and sovereignty of the Puntland State of Somalia which shall not be permitted to pass unchallenged. We, herein convey our deepest condolences in their bereavement to the relatives of the brave men and women including those of the State police and dervishes who lost their lives in the line of fire whilst defending the sovereignty and territories of the Puntland State of Somalia. We also offer our utmost support to the citizens of the Puntland State of Somali, Lascanod in particular in their endeavours against this unprovoked aggression from Col. Riyale’s vicious, unruly forces; We strongly urge all parties to the conflict immediately to cease hostilities, agree to a cease-fire, and promote the process of reconciliation and of political settlement in the region; Furthermore, we call upon all States, international organisations and leaders of the free world to bring pressure on Col. Riyale’s administration to respect the will of the people of Puntland State of Somalia, and to halt all armed activities and aggression along the border lines at once; And finally, we wish to extend our warmest greetings to the citizens of the Puntland State of Somalia for their patriotic response against the enemy of the State, and their continuous support for the leadership in addressing these difficult matters.
